Rachel (Ninja Gaiden Sigma)

Not much in Ninja Gaiden Sigma's plot makes sense, but when Rachel appears on-screen, showing off plenty of bare haunch and cleavage, we stop worrying about the story line, and instead begin to see that game as the tale of a woman with huge boobs trying to make her way through a world full of demons.

unfortunetly the girl in the pic is not Lei Fang, that's Kasumi btw.

Well, karoshikurenai, that is Lei Fang. Hell, this is the first image to come up when you google her name. Although I think either Kasumi or Ayane from DOA would fit into this list much better. Personally I was missing the ladies of Soul Calibur and Samus Aran of Metroid. I can't think of any other action-oriented female video game character that has been active longer than Samus. Besides she can roll herself into a ball. I find that much flexibility to be very appealing.
